I really can't tell what is the big deal anymore, but here's too much information on my computer for someone to decipher. Maybe it's just too obvious and I missed something that would cause PSO to run so slowly all of a sudden.
Here's a text file pasted at 4 in the morning.

Re: PSO Runs Slower Than Ever
It's possible a windows update has caused an issue with the VGA driver. Looking at your driver it is from 2007. So I'd recommend updating your video card drivers as a first port of call: http://support.amd.com/en-us/download/d ... t-packages
You can also try (if updating the driver doesn't help) restoring your system back to a date when you know that it was running okay using system restore.

Re: PSO Runs Slower Than Ever
Personally, I would say your main issue is with the Integrated graphic. The older generation integrated graphic were terrible and they were not suitable for even low end gaming. Putting even a $30-40 discrete graphic card will help significantly.

Re: PSO Runs Slower Than Ever
I've run PSOBB on much worst specs and it not been terrible. It only has to achieve 30FPS. And if its gone slow where it has been fine before I wouldn't say that its your hardware not up to spec.

Re: PSO Runs Slower Than Ever
I have tried playing PSOBB in the past with a pentinum dual core laptop with 2gb of ram and intel integrated graphic. The game was playable with minimum setting with auto frameskip, but I still lag at various places.
And I think Villian didn't mention it in his post. I am not sure whether he was upgrading from Windows XP or reinstalling Windows 7, but his OS was fresh.
Well, I did use that link tofuman, but I don't see a difference. How exactly does this help me update the right drivers? All I did was install it, but nothing seemed to happen afterwards. It didn't even require me to reboot.
Anyways, I just installed Windows 7 on the first of June out of nothing because I had issues with my PC dying to even log me in, freezing at random. Now PSO runs slowly at certain situations ever since I installed software for another PSO server, and that's what busted everything. But I don't get how I wiped my old operating system with windows xp, replaced it all with this operating system, and somehow carried over this hard lagging disease. This is weird.
So the last time I played PSO was after installing that new driver software, where I fought Olga Flow during a normal RT, and he still slowed my game down as hard as usual. Despite having a smaller than usual resolution at 800 by 600 resolution with one frame skip skipping automatically, I'm not sure how I still have problems; maybe my old PC is just deteriorating. I should just see if it's a little dusty inside like it was last summer, so it's been a like a year since I opened up my PC. I remembered how that helped me reduce the loud noises from my PC's fan.

Re: PSO Runs Slower Than Ever
The ATI catalyst drivers will automatically update your video card drivers. If you run the log again you should find that your VGA drivers are now newer than 2007.
Did you install the other server's files in the same location as Eden's client? If so it could be that that client has higher res textures which is causing the issues (if its nova then I think this is the case. Plus the fact that Broomop can't be trusted. Some of his trainers report keyloggers with some antivirus software. Which could be a false positive but for me, he hasn't earned the benefit of the doubt).
If you can try a fresh copy of the eden client and then try again.

Based on your description, there is a possibility that the problem is with the hardware, not the game client/software/drivers. It could be a problem with the memory, hard drive, power supply, SATA cables, or even the motherboard itself.
Did you try playing other games or do you only lag when you play PSO?
Step1: Integrated Motherboard Graphics Step2: Radeon Xpress Series Step3: Radeon Xpress 200 Step4: Windows 7 - 32 Bit
Of course, I had to open up my PC and ask where is the damn graphics card; stupid motherboard can't hide it from me! So this is what I did. I just googled ati radeon xpress 200 graphics driver win7, and I saw this result:

Well, I see 2/10/2010 on the driver details for driver ATI RADEON XPRESS 200 Series since I found that new driver from my last post in this topic; as for the problem concerning other PSO server folders, all I did was copy/paste the folder for Eden's server from my old OS to another computer and pasting it back to the PC after installing my new OS. I doubt that I did that wrong, but I'll make a new Eden folder and run the game from there to check if something in my old Eden folder is the issue.
If that doesn't work, I either take Ryosuke's suggestion by appending a new graphics card to my motherboard hence making my PC make use of the new graphics card, or I just buy a new PC.
This will be easy.
