i cleared all the forest quests in one person mode and beat the dragon but cant unlock the quests for the caves and in one person mode the principal is not there? this is on my own private server

You must clear the government missions in multi-player mode to continue to unlock the next sets of one person mode quests.

And if you don't want to have to clear quest to progress you can edit the ship code not to require it. Or if you don't want to edit the source you can make a quest that sets the cleared flag. I think Rika made a quest for setting the flags.
